Yes — fresh hay should be available to a rabbit at all times, not just occasionally. It supports digestion and wears down their continuously-growing teeth.
How much pellet food should I feed my rabbit?
Pellets are a measured supplement to hay, not the main event — a common starting point is roughly a quarter cup per kg of body weight daily, adjusted for age and activity. For anything specific to your rabbit, check with an exotic-animal-savvy vet.
